Before posting this other idea, let's just continue with the last one.
Congregating in one room may not be difficult but getting a conversation going could quite possible be. A possible way out could be by muting the t.v. during commercials and diverting that silence to topics of common interest. By adding some innovative content active participation will soon be possible. Choose known topics, something in the news, something that could affect the future of the kids, holiday plans, etc.
Soon the t.v. will loose quite a lot of it's importance.
A new idea is to get groups bigger than individual families to start saving electricity. How about housing societies as a whole taking group decisions to reduce common lighting (of course without compromising security)
Another option is to get all the hundreds of thousands of small retail shops that have lighted fronts and/or neon signboards to switch off after say 10pm or 11pm. Many are closed by then but keep their shop fronts lit up.
